Virginie Raphael brings extensive experience working with U.S. state and local governments, focusing on municipal finance and the preparation of requests for proposals. Virginie also leads a team in developing comprehensive, sophisticated, custom digital archives for our clients, allowing them to securely store and quickly and efficiently access the critical historical content that shapes their story and legacy.
Prior to Tusk Strategies, Virginie was a Vice President in Public Finance at Barclays, participating in all aspects of transaction origination including bond structuring, cashflow modeling, credit rating presentation, marketing and investor relations, and deal execution. She played a key role in the pricing of over $9 billion senior managed financings for a variety of municipal issuers.
Virginie was also responsible for the drafting of responses to requests for proposals from state and local governments throughout the country. She focused on municipal securitization transactions, in particular public-private partnership projects in the transportation and lottery space. She built a model and conducted analysis of over 25 State lotteries across the U.S. to assist clients in evaluating opportunities associated with private sector leasing.
Virginie graduated from the Fletcher School at Tufts University with a Master’s Degree in International Business and holds a Bachelor’s Degree from the Institute for Political Sciences (Sciences Po) in France. She is a native French speaker and lives in Westchester with her husband and son.
