Joe is a Vice President at Tusk Strategies. He is a seasoned communications professional with a record of developing and executing strategies that win news cycles and shape perception.
Before Tusk, Joe was the lead spokesperson driving contrast messaging for economic and health care issues on Kamala Harris’s presidential campaign. In this role, he planned the campaign’s response to tentpole moments and proactively secured coverage that shaped broader campaign messaging and defined national narratives.
Prior to the Harris campaign, Joe served as press secretary for Ranking Member Jamie Raskin on the House Oversight Committee, where he developed media plans for legislative roll outs, hearings, and investigations. Joe led communications on the Biden impeachment inquiry and successfully influenced Republican Members of Congress to oppose the Trump-backed effort.
In 2022, Joe served as press secretary for Governor Gretchen Whitmer’s reelection campaign. While traveling across Michigan, he managed relationships with in-state and national reporters, crafted messaging materials for the campaign and allies, and prepped Governor Whitmer for speeches and media engagements.
Joe began his career in the Office of Speaker Nancy Pelosi. As deputy press secretary and press advisor, he served as a spokesperson for small business issues and led the office’s digital rapid response operation during major media moments such as the first January 6th Committee hearing.
Joe received his BA in Political Science with minors in Art History and Environmental Studies from the University of Richmond. He is based in New York.
